The bald eagle (Haliaeetus leucocephalus washingtoniensis ) is a long-lived raptor with a reproductive strategy shaped by fidelity — to territory, to nest, and to mate. Pairs form monogamous bonds that typically persist for life, reinforced each season through elaborate courtship displays. These aerial rituals involve steep undulating flight, dramatic mutual talon-locking, and the iconic cartwheel display in which bonded partners grasp one another mid-air and spiral earthward in freefall, separating only before impact. These behaviors serve not merely to attract a mate but to reaffirm and strengthen an existing pair bond, and are most intense in birds breeding for the first time. Nest construction and maintenance is a year-round behavioral investment. The eyrie, built almost exclusively in the canopy of large, structurally sound trees — most often conifers or hardwoods situated near lakes, rivers, or coastlines — is added to each successive season. Over decades, these structures can reach extraordinary dimensions, some exceeding three meters in diameter and weighing upward of a metric ton. The nest serves as the physical anchor of the pair’s territory, which they defend aggressively against conspecifics and potential predators alike.

Breeding ecology in central and eastern Oregon is constrained by availability of tall nest trees or suitable cliff sites near water and reliable prey. Nests are typically large stick platforms lined with softer material and are reused and expanded across years, sometimes reaching several meters in diameter. Pair and nest-site fidelity are strong where disturbance is low. Nest site selection is influenced by proximity to feeding areas, minimal human disturbance, and structural support. Human alteration of riparian corridors, timber harvest, and development can reduce suitable nest sites, but eagles in the PNW have demonstrated flexibility by using isolated large trees, transmission towers, and riparian woodlots adjacent to reservoirs and irrigated agriculture.

Egg-laying follows a latitudinal gradient, with southern populations initiating clutches as early as October or November, while northern populations, including those in the Pacific Northwest, typically begin laying between January and March. Clutch size ranges from one to three eggs, with two representing the modal value. Eggs are laid asynchronously at intervals of one to four days, a pattern with significant developmental consequences for the resulting brood. Incubation lasts approximately 35 days and is shared between both sexes, though the female assumes the greater proportion of brooding duties. The asynchronous laying schedule produces asynchronous hatching, resulting in a size hierarchy among siblings from the moment of emergence. This brood reduction mechanism, common among raptors, ensures that in resource-limited years the oldest and largest eaglet survives at the expense of younger siblings — a phenomenon known as obligate or facultative siblicide depending on its frequency and predictability within a species.

Eaglets are altricial at hatching, covered in pale gray natal down and entirely dependent on parental provisioning. Growth is exceptionally rapid; within ten to twelve weeks the chicks acquire their juvenile plumage — a mottled dark brown throughout, lacking entirely the white head and tail of the adult — and begin fledging. Both parents participate actively in provisioning the nest during this period, delivering fish, waterfowl, and carrion in quantities sufficient to sustain the energetically costly growth of flight musculature and feather development. Following fledging, juveniles remain within the natal territory for several weeks, continuing to solicit food from their parents while developing the flight proficiency and hunting skills necessary for independence. Bald eagles do not attain full adult plumage until their fourth or fifth year, passing through a series of intermediate plumages that render age estimation from field observation a nuanced undertaking. Sexual maturity coincides roughly with the acquisition of adult plumage, after which young eagles begin prospecting for territories and mates, initiating a breeding cycle of their own that, in productive individuals, may span three decades or more.

Hunting behavior in eastern Oregon reflects prey availability in modified landscapes. Where salmon runs have declined or are absent, bald eagles exploit alternative aquatic and terrestrial prey, including resident fish in reservoirs and irrigation canals, waterfowl and other birds, small to medium-sized mammals, and carrion from livestock and roadkill. Foraging methods include active fishing by plunge-diving or snatching fish from the water surface, kleptoparasitism of other raptors and gulls, and opportunistic scavenging. Reservoirs, tailwaters below dams, and irrigation systems create persistent open-water foraging sites during winter, concentrating eagles and altering traditional seasonal movements. Agricultural fields and riparian meadows provide hunting grounds for mammals and ground-nesting birds, while landfills and livestock operations supply predictable carrion resources.

The loss or reduction of salmon in eastern Oregon rivers has caused notable dietary and spatial shifts for bald eagles. Historically, seasonal salmon runs provided high-energy, predictable food that supported large concentrations of eagles and influenced timing of breeding and migration. In the absence of salmon, eagle populations have increasingly depended on reservoir fisheries, waterfowl populations sustained by irrigated wetlands, and anthropogenic food subsidies. This shift can change demographic patterns by supporting higher winter congregations at human-modified water bodies and by enabling year-round residency in places with stable food supplies. However, dependence on non-native or anthropogenic food sources can increase exposure to novel risks, including lead poisoning from spent ammunition in carrion, contaminants in fish from reservoirs, collisions with vehicles, electrocutions on power infrastructure, and disturbance from recreational activities.

Ecologically, bald eagles in the PNW function as apex predators and scavengers, influencing prey populations and nutrient transfer across aquatic–terrestrial interfaces. In eastern Oregon, their role is modified by fragmentation of riparian habitat and altered hydrology; dam-regulated flows and irrigation reduce natural floodplain productivity and alter prey distributions. Eagles often concentrate at remaining productive sites—warm-water springs, reservoir shorelines, and dam tailwaters—creating localized ecological effects. Management actions that maintain or restore riparian vegetation, protect nest sites from disturbance, and improve fish passage and streamflow regimes can enhance habitat quality for eagles while benefiting broader ecosystem function.

The transition from a nest-bound chick to a free-flying juvenile is a protracted physiological and behavioral metamorphosis known as the fledging process.This phase begins in earnest around the eighth or ninth week of development, as the eaglet’s natal down is fully replaced by dark juvenile plumage and its primary flight feathers reach sufficient length to provide lift. The initial stage of this departure is characterized by wingercizing, a high-intensity ritual where the eaglet grips the nest material with its talons and beats its wings with enough force to lift its body momentarily into the air. These bouts of stationary flapping are essential for the hypertrophy of the pectoral muscles and the refinement of the neurological pathways required for aerial balance.

As the bird gains strength, it enters the critical branching phase. During this period, the eaglet ventures out of the nest bowl and onto the surrounding limbs of the nest tree. This movement is a vital precursor to flight, as it teaches the juvenile to navigate uneven terrain, utilize its hallux talon for gripping bark, and endure the buffeting of high-altitude winds without the protection of the nest structure. While branching, the eaglet often engages in hovering, or “bealing,” where it leaps vertically and remains suspended for several seconds, gauging the air currents and practicing the pitch and yaw of its wings.

The final days before the definitive fledge are often marked by a strategic shift in parental behavior. To encourage the juvenile to leave the safety of the natal tree, adult eagles may reduce the frequency of food deliveries or perched nearby with prey, vocalizing to lure the hungry eaglet toward a distant branch or a neighboring tree. This environmental pressure, combined with the bird’s innate drive to hunt, eventually culminates in the first successful takeoff. This initial flight is rarely graceful; it often ends in a labored landing on a lower branch or the forest floor, a vulnerable period sometimes referred to as “clambering” as the fledgling attempts to regain a high-altitude perch. Once the juvenile successfully masters the transition from gravity-bound hopping to sustained, directed flight, the fledging process is technically complete, though the bird will remain socially and nutritionally dependent on its parents for several weeks as it refines its soaring and foraging techniques.

Conservation and monitoring in eastern Oregon have documented population recovery since mid-20th-century declines linked to DDT and habitat loss, aided by federal protections and contaminant controls. Ongoing threats specific to a heavily modified environment include contaminant exposure, lead ingestion, collisions with infrastructure, and habitat loss. Effective conservation in the PNW context requires addressing both natural resource management—such as stream restoration and fisheries management to reestablish native prey—and mitigation of anthropogenic hazards through policies on lead ammunition, powerline design, and disturbance buffers around nests. Monitoring of reproductive success, diet composition, and winter congregation sites continues to inform adaptive management for bald eagle persistence in central and eastern Oregon.

Exploring the canyons and juniper forests of Central Oregon in search of nesting pairs of Bald Eagles. From my position atop a rimrock canyon along the lower Crooked River, I'm able to unobtrusively photograph eagles and their nests.
